The Vanuatu Emergency Services Association (VESA) is a locally incorporated NGO operating as a charitable association, dedicated to strengthening emergency response and community safety across Vanuatu. It was established to deliver reliable, professional emergency services in a context where access to rapid medical and rescue support can be critical.

Operating independently of direct government funding, the association is sustained through a combination of international partnerships, local business sponsorships, community-based subscriptions and donations.

Established since 2004, ProMedical provides 24-hour, internationally standard paramedic ambulance services across Efate and Espiritu Santo. Its teams deliver rapid emergency response, advanced pre-hospital care, and patient transport in both urban and remote environments.

Professional pre-hospital medical care delivered by trained paramedics. Focused on patient safety and effective treatment around the islands.
Operates a fleet of stretcher-bearing ambulances and rapid response vehicles across the Efate and Espiritu Santo islands.

ProRescue is a volunteer-based emergency rescue division operating in Port Vila.
It primarily supports ProMedical and, when required, supplements Government Emergency Services to assist the community during critical incidents.
ProRescue is composed entirely of trained volunteers who support ProMedical operations and assist national emergency services when additional rescue capability is required.
Operational members are equipped and trained to respond safely and effectively to a wide range of emergency and rescue situations.
ProRescue exists to strengthen local emergency response capacity and provide rapid, coordinated assistance during times of need.
Vehicle extrication and coordinated response to road accidents, working alongside Police, ProMedical paramedics, Fire Services, and hospitals.
Vertical rescue, inland water rescue, harbour and maritime incidents, including specialised responses in Port Vila Harbour.
Rescue operations in workplaces, homes, farms, construction sites, and participation in Land Search and Level 1 Urban Search and Rescue (USAR).
Members train weekly on Tuesdays and one Saturday per month, coming from diverse professional backgrounds across Port Vila. Approximately 80% of members are Ni-Vanuatu.
ProRescue is largely modelled on the Australian State Emergency Service (SES) framework.
